Sorry for getting back late to you on this as I had to check with my colleagues.

 

In reply to your answer, I am afraid it is NO. The IANA contract has nothing to do with sanctions / embargoes.

As the IANA contract nears its expiration on 30 September 2016, there has been a lot of media coverage and attention on the IANA Stewardship Transition. Some coverage has been fair, while others have been misleading and simply inaccurate. ICANN has developed two webpages that explain what one needs to know about the IANA Stewardship Transition.

Finally, Internet Society’s (ISOC) CEO Kathryn Brown has published a piece in The Hill where she shares a fare insight of what the transition is all about.
