traceroute (try using “-a” with freebsd btw) is your best friend 
here;  because you want to see which of the anycast nodes of any of the 
three DNS providers you refer to, you are hitting.  another useful 
option is to try using :  dig ch txt id.server @<host>  should usually 
give you something useful

what we can infer - if these were done from inside sudan - is that your 
latency to 8.8.8.8 is faster than the others.
since we know that 9.9.9.9 is in your country, and (for now) 1.1.1.1 
isn’t, and neither is 8.8.8.8, it seems likely that you are not being 
routed to the in-country node for 9.9.9.9.

traceroutes will help confirm this;  and if you are not being routed to 
the in-country node, which is at your IXP, you *should* complain 
*loudly* to your ISP, because they are making your internet experience 
worse off.  and they *should* have a reasonable excuse for this - or you 
should move ISPs.

ipv6 aside, because SIXP has issues with this, so far, we know that, at 
least, one network inside sudatel can route to your in-country 9.9.9.9 
node without a problem.  that’s a good start.  what about the other 
ISPs;  we know for example that at least one other poster in this 
thread, has issues with his ISP..

if any of the ISPs are listening, here’s a good tip:  put a looking 
glass online.  this will help your community debug issues more 
intelligently.  and actually save *you* time and effort.
