Hi there,

Do you need to send SMS only to numbers in Sudan? Or would you maybe have international visitors to your site that would also need to receive SMSs?

Usually the simplest is to use a bulk SMS provider that has as API like Twillo or Clickatell. These usually have one or more APIs that are accessible on the internet from anywhere, and they charge based on volume of SMSs, if they are one way deliver only, or if you need to accept replies, and the destination networks/countries. Clickatell also does do deliveries to Sudan by the way.
