Dear Asma

Roundcube is a webmail meaning that it’s a web based client (user interface) for reading and writing mail through a mail server  (postfix, exit, sendmail …etc.). there is no mailing list configuration in Rouncube, unless you are talking about simple groups in the address book/contacts.

mailing list are configured separately (SdNOG is using Mailman as an mailing lists) and depending in your configuration you might need to tweak your mail server configuration not the webmail client (Rouncube). In your webmail you simply send an email to the list name you created in the mailing list application.
