Agree. for this case, this prefix.

for others there *might* have been a previous "owner" and they didn't
pay, and AfriNIC reclaimed the prefix (deleting the object in Whois),
and after a while another AfriNIC member got it.

But in this case the current object for Canar was created 2011-03-16 and
the 197.0.0.0/8 was only created 2010-10-13
Not enough time to have been somewhere else and quarantined....

PS: i guess with only 3 wrong keystrokes they could have gone from
197.253.64.0 to 197.254.224.0  - or ?
I vote for "typo"
