Basically, you need to build your business model and develop your feasibility study so you can sustain your business. Your study should look after the followings:

1) Formalities & Legalizations; this includes license for running the business (Ministry of Commerce), ICT license (TPRA), other local state authorities and the municipality may involve.

2) Your Upstream provider; you need to negotiate for best offer and technology with the viable operators in your area, also VSAT is available as well but I'm not sure about its feasibility.

3) Your Access Network; Depending on your business model and who/where are your customers you need to design your network to reach them and provide them with a competitive service price/quality.

Regarding to the technical part:
You can get a leased line from any ISP (1~20 Mbps it depends on your budget and need) i guess Sudatel and Canar could provide that service in your state, if you are willing to contact them, You can go either with fiber leased line or wireless leased line, things you need to consider :

  *   Installation time and fees.
  *   Service fees.
  *   Service Level Agreement (SLA).

Regarding to the legal part:
If you are planning to serve very limited number of customers you might not need a license but if your customers grow up then you may need a license from TPRA (جهاز تنظيم الإتصالات والبريد الهيئة القومية للإتصالات سابقا) and here is their website
